Phase One of the Mississippi Wireless Information Network (MSWIN)

In July of 2007 Mississippi Gov. Haley Barbour announced that the State of Mississippi had signed a multiyear contract with Motorola to deploy a statewide interoperable emergency communication network. The Mississippi Wireless Information Network (MSWIN) will operate on the 700 MHz band. Mississippi’s goal is to create a reliable system that can respond quickly during emergencies. The first phase of the project was to supply three mobile RF Site on Wheels (SOWS) by August of 2008.

MSWIN Walk-In Mobile Master Site on Wheels

Motorola selected Pioneer Energy Products, LLC (Pepro) to supply three of their Commander Series Secure Mobile Radio Sites (site on wheels [SOWS]) and a mobile Walk-In unit to serve as a Mobile Master Site on Wheels. Pepro’s line of secure mobile radio sites (SMRS) are design to be deployed by two people in about 30 minutes. They are also designed to protect the radio equipment from lightning and other electrical threats.

Pepro shipped the four units to Motorola in the fall of 2007 for radio gear and equipment installation. Due to an increase in radio gear and auxiliary components the Mobile Master SOW required a trailer and electrical upgrades. This May a crew was sent to Mississippi to place the Mobile Master Walk-In unit on its new trailer and perform the electrical upgrades to support the additional equipment.

The personnel from Motorola and the State of Mississippi were impressed with how smoothly the upgrade was performed. The unit did not need to be removed from service and there was no loss of communication capabilities during the upgrade.

Upon completion of the three-phase MSWIN project the State of Mississippi will have established not only a statewide interoperable communication network, but an interstate interoperable network. Mississippi will be able to communicate with Arkansas, Louisiana, Shelby Co. Tenn., and Jefferson Co. Alabama.
